A record is to be kept, and Joseph is recognized as a prophet, seer, translator, and apostle. The Church is to receive his words as from God's own mouth.
Blessings for Heeding the Prophet

Themes in D&C 21
How this section connects to Christ
The appointment of a prophet fulfills the pattern that God does nothing without revealing his secrets to his servants the prophets.
The promise that the gates of hell shall not prevail echoes Christ's promise to Peter upon the rock of revelation.
Living D&C 21
This revelation establishes the principle of following a living prophet. While we exercise faith and personal revelation, the Lord has provided a prophet to guide the Church as a whole. Receiving counsel from the prophet with patience and faith brings the promise of protection against spiritual darkness.
