The Bad Shepherds

Israel's leaders (kings, priests, and prophets) were supposed to be shepherds caring for God's flock. Instead, they ate the best food, wore the finest wool, slaughtered the fat sheep, but did not care for the weak, sick, injured, or lost. The sheep scattered across the earth with no one to search for them. God declared he was against these shepherds and would hold them accountable. He would take his flock away from them.
1 The Lord spoke to me. And the word of the LORD came unto me, saying,
2 "Son of man, prophesy against the shepherds of Israel. Tell them the Lord God says: What a disaster awaits the shepherds of Israel who only feed themselves! Are not shepherds supposed to feed their flocks?" Son of man, prophesy against the shepherds of Israel, prophesy, and say unto them, Thus saith the Lord GOD unto the shepherds; Woe be to the shepherds of Israel that do feed themselves! should not the shepherds feed the flocks?
3 "You drink the cream, wear the wool, and butcher the fattest animals, but you never take care of the sheep." Ye eat the fat, and ye clothe you with the wool, ye kill them that are fed: but ye feed not the flock.
4 "You never strengthened the weak ones, healed the sick ones, bandaged the injured ones, brought back the ones that wandered off, or searched for the ones that got lost. Instead, you ruled them with cruelty and harshness." The diseased have ye not strengthened, neither have ye healed that which was sick, neither have ye bound up that which was broken, neither have ye brought again that which was driven away, neither have ye sought that which was lost; but with force and with cruelty have ye ruled them.
5 "So they scattered because they had no real shepherd. Once scattered, they became easy prey for every wild animal." And they were scattered, because there is no shepherd: and they became meat to all the beasts of the field, when they were scattered.
6 "My sheep roamed aimlessly over every mountain and hill. They were scattered across the entire earth, and nobody bothered to look for them or go after them." My sheep wandered through all the mountains, and upon every high hill: yea, my flock was scattered upon all the face of the earth, and none did search or seek after them.
7 "So listen up, you shepherds -- hear the Lord's message." Therefore, ye shepherds, hear the word of the LORD;
8 "I swear on my life, says the Lord God: My flock has no real shepherd. They have been left as prey for every wild animal. My so-called shepherds never searched for my sheep -- they only looked out for themselves and never fed the flock." As I live, saith the Lord GOD, surely because my flock became a prey, and my flock became meat to every beast of the field, because there was no shepherd, neither did my shepherds search for my flock, but the shepherds fed themselves, and fed not my flock;
9 "So listen, you shepherds, to the Lord's message." Therefore, O ye shepherds, hear the word of the LORD;
10 The Lord God says: "I am coming after the shepherds. I will demand my flock back from them and fire them from the job. These shepherds will never again feed themselves at the flock's expense. I will rescue my sheep from their greedy mouths." Thus saith the Lord GOD; Behold, I am against the shepherds; and I will require my flock at their hand, and cause them to cease from feeding the flock; neither shall the shepherds feed themselves any more; for I will deliver my flock from their mouth, that they may not be meat for them.
God the Good Shepherd

God himself would search for his scattered sheep and rescue them from wherever they had been scattered on a cloudy and dark day. He would bring them back to their own land and feed them on the mountains of Israel. He would bind up the injured and strengthen the weak. But he would also judge between the fat sheep and the lean sheep, because the strong sheep had been pushing away the weak ones and muddying the water so others could not drink.
11 The Lord God says: "I will personally go looking for my sheep and take care of them myself." For thus saith the Lord GOD; Behold, I, even I, will both search my sheep, and seek them out.
12 "A shepherd gathers his flock after they scatter. I will do the same. I will gather my sheep from every place they came to be. I will find them even from that dark, cloudy day." As a shepherd seeketh out his flock in the day that he is among his sheep that are scattered; so will I seek out my sheep, and will deliver them out of all places where they have been scattered in the cloudy and dark day.
13 "I will bring them out from among the nations, collect them from foreign countries, and bring them home to their own land. I will feed them on Israel's mountains, in its valleys, and in every inhabited area." And I will bring them out from the people, and gather them from the countries, and will bring them to their own land, and feed them upon the mountains of Israel by the rivers, and in all the inhabited places of the country.
14 "I will give them lush pastures, and they will graze on Israel's high mountains. They will rest in rich grazing land and feed on excellent pasture on the mountains of Israel." I will feed them in a good pasture, and upon the high mountains of Israel shall their fold be: there shall they lie in a good fold, and in a fat pasture shall they feed upon the mountains of Israel.
15 "I myself will shepherd my flock. I myself will give them a safe place to rest, says the Lord God." I will feed my flock, and I will cause them to lie down, saith the Lord GOD.
16 "I will track down the missing ones and bring back the ones that strayed. I will bandage the hurt ones and nurse the weak ones back to health. But those who are fat and powerful I will hold accountable. I will shepherd my flock with justice." I will seek that which was lost, and bring again that which was driven away, and will bind up that which was broken, and will strengthen that which was sick: but I will destroy the fat and the strong; I will feed them with judgment.
17 "As for you, my flock, the Lord God says: I am going to judge between one sheep and another -- between the rams and the goats." And as for you, O my flock, thus saith the Lord GOD; Behold, I judge between cattle and cattle, between the rams and the he goats.
18 "Is it not enough for you to graze in good pasture? Do you also have to stomp all over whatever is left? Is it not enough to drink clear water? Must you also churn up the rest with your hooves?" Seemeth it a small thing unto you to have eaten up the good pasture, but ye must tread down with your feet the residue of your pastures? and to have drunk of the deep waters, but ye must foul the residue with your feet?
19 "Why should my other sheep have to eat what you trampled and drink what you muddied with your feet?" And as for my flock, they eat that which ye have trodden with your feet; and they drink that which ye have fouled with your feet.
20 So the Lord God says to them: "I will personally judge between the fat sheep and the thin sheep." Therefore thus saith the Lord GOD unto them; Behold, I, even I, will judge between the fat cattle and between the lean cattle.
21 "Because you shove and shoulder-check the weaker ones and ram them with your horns until you drive them away," Because ye have thrust with side and with shoulder, and pushed all the diseased with your horns, till ye have scattered them abroad;
22 "I will rescue my flock so they will never again be bullied. I will judge between one sheep and another." Therefore will I save my flock, and they shall no more be a prey; and I will judge between cattle and cattle.
David the Future Shepherd
Study note
God promised to set up one shepherd over his people, a descendant of David. God would make a 'covenant of peace' with them and rid the land of wild animals. The land would produce abundantly, the people would live in safety, and no one would make them afraid. They would no longer be plundered by the nations. God declared, 'You are my flock, the sheep of my pasture, and I am your God.' This prophecy points to Jesus, whom the New Testament calls the Good Shepherd.
23 "I will appoint one shepherd over them -- my servant David. He will feed them and be their shepherd." And I will set up one shepherd over them, and he shall feed them, even my servant David; he shall feed them, and he shall be their shepherd.
24 "I, the Lord, will be their God, and my servant David will be their prince among them. I, the Lord, have spoken." And I the LORD will be their God, and my servant David a prince among them; I the LORD have spoken it.
25 "I will make a peace covenant with them and drive out every dangerous wild animal from the land. My people will live safely even in the wilderness and sleep soundly in the forests." And I will make with them a covenant of peace, and will cause the evil beasts to cease out of the land: and they shall dwell safely in the wilderness, and sleep in the woods.
26 "I will bless them and the land surrounding my hill. I will send rain at the right time. Showers of blessing will fall." And I will make them and the places round about my hill a blessing; and I will cause the shower to come down in his season; there shall be showers of blessing.
27 "The orchards will produce fruit, and the fields will yield crops. My people will live securely in their land. They will know I am the Lord when I break the chains of their slavery and free them from the people who exploited them." And the tree of the field shall yield her fruit, and the earth shall yield her increase, and they shall be safe in their land, and shall know that I am the LORD, when I have broken the bands of their yoke, and delivered them out of the hand of those that served themselves of them.
28 "Foreign nations will never plunder them again, and wild animals will never devour them. They will live in complete safety, with nothing to be afraid of." And they shall no more be a prey to the heathen, neither shall the beast of the land devour them; but they shall dwell safely, and none shall make them afraid.
29 "I will provide them with a land famous for its abundant harvests. They will never again starve or endure the mockery of other nations." And I will raise up for them a plant of renown, and they shall be no more consumed with hunger in the land, neither bear the shame of the heathen any more.
30 "Then they will know that I, the Lord their God, stand with them, and that they, the house of Israel, are truly my people, says the Lord God." Thus shall they know that I the LORD their God am with them, and that they, even the house of Israel, are my people, saith the Lord GOD.
31 "You are the sheep of my pasture, my own flock. You are my people, and I am your God, says the Lord God." And ye my flock, the flock of my pasture, are men, and I am your God, saith the Lord GOD.
